Citizen Aspire is open to Ethiopians and Friends of Ethiopia who are willing and able to substantially contribute to the sustained empowerment of citizens. The full membership of the organization consists of Ethiopians and friends of Ethiopia in Norway and other countries.
Criteria for membership:

- Passion and commitment to contribute to meeting the SDGs in Ethiopia and other communities
- Has a reference person from Citizen Aspire memebers
- Belief in and practice the following universal values and principles:

- Equality between and among citizens and groups
- Transparency and accountability at all levels
- Integrity and excellence
